Classic License Plates for Jazzycats Traffic V1.0.1 mod for ATS1.50.

This mod adds period-appropriate license plates to Jazzycat's AI traffic mods.  
Cars in other states will still spawn with modern plates. 
Classic cars won't be super rare but won't be on every corner either.
