Vermont Map V2.0 ATS 1.43.x

Vermont Map V2.0 mod for ATS1.43.x.

Adds Montpelier, St Johnsbury, and Rutland. Also fixes up Burlington a little.
A small project to improve Vermont in c2c. Future updates will include more areas

Please comment on any bugs encountered.

Requires c2c (Feb 2 release) and all map DLCs
